Bleary-eyed after reading proposals from teams seeking a place in New Orleans neighborhood planning effort, an expert screening panel said Wednesday that city residents have a unique, historic shot at influencing change in the urban landscape.

Clinton delivers hope, grant money to N.O. area

One of the grants handed out by Clinton on Friday includes money to assist the Unified New Orleans Plan, the private foundation-financed effort charged with creating a master plan to guide the citys rebuilding. I know how maddening this is. It takes time. But we have to have a plan and we have to execute it, Clinton said during an announcement ceremony at Delgado Community Colleges auditorium.
